When to convert, and when not to

Convert 3GP to WebM when you want to watch old phone videos again, post them online, or embed them on a website, since most current browsers and devices no longer open 3GP directly.

Keep the original 3GP file if it's the only copy of an old memory you're not ready to touch yet, since re-encoding a video that was already low quality won't add back detail that was never there.

Why not just use an online converter?

Old 3GP clips are often personal, home videos of kids or family events you'd rather not hand to a stranger's server. Many online converters require you to upload the file, wait for it to process, and download it back, which means a copy sits on someone else's system in the meantime. Converting on your own computer keeps the video exactly where it already is.
