When to convert, and when not to

Convert PSD to PDF when you need to send a design to a client, printer, or reviewer who doesn't have Photoshop and just needs to see or print the final look.

Keep the PSD if you or anyone else still needs to edit the layers, text, or effects, because a PDF export can't be un-flattened back into an editable design.
