When to convert, and when not to
Convert CR2 to PDF when you want to send proofs to a client, print a set of photos, or drop a shot into a document or report that anyone can open without special software.
Keep the CR2 original if you plan to edit the shot later, because once it's a PDF the raw exposure and white balance adjustments are gone for good.
Why not just use an online converter?
CR2 files carry the camera's full EXIF data, including the date, settings, and sometimes the GPS location where the photo was taken. Uploading that file to an online converter to get a PDF hands all of it to a server you don't control. Converting on your own computer means the photo, and everything embedded in it, never leaves your machine.
Questions
Does converting CR2 to PDF lose quality?
The PDF itself won't degrade further once it's made, but converting a raw file to any final format bakes in a set of exposure and white balance choices that raw files normally leave open to adjust later.
Will the PDF keep the photo's metadata?
Yes, camera details and any GPS location can carry over into the PDF unless you strip them first. If you're sending the PDF to someone else, it's worth checking what's still attached.
